How do you get the TM hydro pump, I'm trying to find it to give to my wailmer (soon wailord) or my kyogre.

Hydro pump is not a tm, water type Pokemon can learn it.
As I said before there is no TM for Hydro Pump.
It is not a TM or HM it is a move learnt by levelling up. However it is also a move tutor move but I'm not sure where...
If you battle a wishiwashi in a dynamax battle you can receive a hydro pump tm
