It's Random after the Elite 4, have Pokemon below 40, and you should see it
Okay this is how you can easily find Latias/Latios.
Buy as many max repels as you can, preferably 99 if you can afford it. Then go to slateport city and walk up until you see a big patch of grass to your left. Have a level 39 Pokemon with mean look first in your partyand make sure it has a very high speed. Finally use the max repels and walk in the patch of grass until you find it. Hope I helped

You can get him after you defeat the elite four,look for it on the water or in the grass.
The best way to find it is to have a Pokemon that is lower than level 40 first in your party. Buy a bunch of max repels. Then surf around the waters of mosdeep and sotopolis. If not then you can also search to the west of lilycove in the grass.
You just need to be running around more than flying... Increase your chances of seeing her.
