No problem, it's alright I once use to try all those crazy cheats, but I just learned they're all fake if it has to do something w/ a poke god(unless blue version) or 99 of something
1- dragon scale I'm sorry but I haven't really looked for it and my sis has but hasn't found it, Its not in the cave w/ bagon(think meteor falls)
2- yeah I have them, deoxys is good it has mad attack/sp attack in sapphire ruby and fire red(cause thats attack form in fire red), jiarchi I haven't used a lot, hes sort of like metagross but not as slow and stuff
3- well try to win the beauty contest and beat masters, if not then breed it w/ a ditto if it's a boy and if a girl then just breed it w/ it's own breeding type(if you need that let me know)
4- well matters I mean it's the lotto, anything can happen, sorry to say but your not going to find jirachi or deoxys in the wild, that might be another one of those crazy cheat things but the only way is a cheat device or get jiarchi off that bonus disk w/ colleseum(spellin bad), your welcome for the help, if you want to get a cheat device get an action replay(can be bought at a video game store and MIGHT be sold at a place like wall mart, etc, only 30 dollars or so,prob bring 40) and I can get you a jiarchi or deoxys, or any other Pokemon you want, know ANY moves, and even be shiny, and pretty much anythin you can possibly think of w/ pokemon(only problem is, the codes are mad long, but don't worry they only take about 5 minutes to put it if you really focus)

On your feebas, first of all don't try to feed anymore, it wont work. Now, go battle the tiny creature until it levels up, say between 1-10 levels. That should do it. Now, on the lottery. I'd say the best, fastest way to win is to trade, trade, and trade some more. That way you'll get Pokemon with different id's and you'll win. For me, it was something like two or three days, because I traded with seven or eight trainers. That's all there is to it.
