How do you get to Evergrande City because I keep swimming around it but I can't find a way to get in?

There should be a path of rocks you follow.

You need to go through victory road, and can only get in if you have all 8 badges.

You have to use dive probably.

You need the HM 7[waterfall] you get that from wallace the last gym leader.
