Seedot and Zangoose is not in Sapphire.Bellossom will evolve from a Gloom with a sun stone.

Look them up on your pokedex,or trade with a friend or use a cheating device.

Cross Stinger answered:

Seedot, Mawile, and Zangoose cannot be found; Bellossom evolves from a Gloom subjected to a Sun Stone; 133 is Lileep, which comes from reviving the Root Fossil; 186 is Kingdra, which evolves from Seadra with a Dragon Scale attached; 199 is Groudon, which does not appear in Sapphire.
