You will have to use a cheating device like a gameshark.

You can't make them but if you go to lilycove and talk to the lady on the right on the first floor if your lotto ticket hass five nnumbers that match then you will get one.

I know you can in crystal but the only way I think you can is by putting a Pokemon with the item you want such as the master ball then save and then turn the game off in the middle the it will make a lot of that Pokemon I did it with typlosion and a master ball together.
