Question for Pokemon Sapphire

Hi!im new here and need some help.where is HM05 and could you guys kind of tell me how to get the legends.i havent got through the victory road or whatever it's called and need some advice to get through there.

HM05 Flash: Talk to the Hiker in Dewford Cave.

Groudon: Trade from Ruby or Emerald.

Kyogre: Seafloor Cavern.

Rayquaza: Sky Pillar.

Latios: Once you beat the Elite Four talk to your Mom and say you saw something BLUE in the sky.

Latias: Do the same as you did with Latios, but say RED instead of BLUE.

HM-05 Is located in the cave in Dewford.
Kyogre is located in Stoopolis.
