How can I catch a water Pokemon without surfing or fishing? Please answer!

Well it would help if we knew which Water Pokemon you wanted. Anyways, Kyogre is caught in the Cave of Origin. Surskit is caught when it's in season on specific routes. You can also trade.

It is impossible to catch a fully water type Pokemon without using a fishing rod or Surf. Sorry.

You could trade from another game,or start the game with Mudkip.

Well you are going to have to trade from another Pokemon game.

You can catch a Marill by going to Mauvile City. Then go to the first patch of grass that you see that is to the right. Walk up and down near the water you will find it. That is how I got my first water Pokemon by not surfing or fishing.
