What is the eon ticket for? Do you need it to catch latiosor latias?

The Eon is to, correct, to catch the Latios you didn't didn't choose.

Yes. In Ruby, you get to catch Latias and in Sapphire you get Latios on Eon Island. Use the ticket at Slateport-Lilycove Ferry and you will go to Eon Island. The Latios/Latias will be holding a Soul Dew, a hold object doubling Latios/Latias's Sp. Atk and Sp. Def.

But I ran into it without the eon ticket next to the safarri zone.
