You have to talk to the 8th gym trianer standing near Kyogre's cave up above the gym.

By catching kyogre or making kyogre faint and the 8th gym will open

You must capture/defeat Kyogre in the cave of Origin before entering.

You need to stop team Aqua first,you need to dive under water and look for a cave,and then you have to stop there evil plans.
