Fron the inhabitant of the house next to the Pok�mon Centre. You must defeat Roxanne to use it.

Go to the town with the rock gym (i forget what it's called and I don't want to go check on my GBA) walk around the city and youll eventually see a sign by a house....read it.....if it says cutters house ....then go inside and he'll give you HM1

You get it at the house right next to the pokecenter in Rustboror city. If it's not right there keep looking for it. It's a house in Rustboro city. To the left of the pokecenter for a fact.

When in the first city when you can have a gym battle go into every building on the east side and talk to every one and one person will give you cut

You get it from the cutter in a house in Rustboro.

Rustboro City, bottom-left in only house with two levels, and I think there might be a sign in front of it. And you may have to defeat the Gym Leader first.

You have to go to rustburo city to the cutter's house. There you will have to talk to an old man and he will give to you the HM01.. Hope this will help you!!
