Use Covet or Thief on his Shelgon the fifth time you battle him.

You can get a dragonscale from a Bagon or Horsea, just use covet or theif on one of them and there's a chance they'll be holding one.

You can only get one of those. You give him the scanner that you get in the Abandoned Ship. It is just east of Dewford town.

Linoone can learn covet if you train it to level 50 I think. And mightyena can learn theif by training or you can just go on the easy road and use the tm. Wich I can't remember where it is anymore.
