Yes you can get it look in the desert and you should find it
You can get it from the boy in the fossil maniacs house, or you can train a Trapinch or Sandshrew untill they learn it.
You get dig at the guy house who likes fossils,and Diglett can learn dig without a TM.

Trapinch learns it at level 41, Nincada learns it at 45, and Diglett learns it at 17.
