Question for Pokemon Sapphire

I Know this might be a few stupid questions but i'v got to ask them:
When does Kyorge learn water spout (not the one that weakens fire!)
When does Metagross Learn meteor mash and what is the best move set for him.
My Rayquaza has outrage, dragon claw, crunch and fly What should I take out for hyperbeam? My salamence already has fly if ya wanna know.
One last thing, does pressing buttons after the poke ball has hit the Pokemon do anything?

2. During the 40's or 50's and there is no best moveset for him
3.dont take anything out for hyper beam
4.no not really

1. Level 75
2. A) Level 55 b) Meteor Mash, Hyper Beam, Iron Defense, Pursuit
3. Fly
4. It hasn't really for me.

1) Kyogre learns water spout at level 75.
2) Level 55.
3) I don't think you should teach it hyper beam, you should get thunderbolt and ice beam for fly and outrage.
4) No it doesn't.

1)Kyogre learns it at Lv.75.
2)Metagross learns it at Lv.75.
3)Protect, Earthquake, Sludge Bomb and Psychic
4)Don't take Hyper Beam. Your moveset is good already.
