It's near the Weather Institute you will see a guy stareing at a tree talk to him and he will give it to you.

Once you get out of Firey (sorry spelling) Path, there is a kid staring at a tree. He says he's going to make a room with a TM. He will ask you if you will make a room with that TM. Say yes and you will get secret power. Or if you have already done that, go to Slateport City. Go to the market and buy it (if you have already done the process before this) for 3000.
