Question for Pokemon Sapphire

I have a few questions,

1) Can anyone recommend a way of catching latias without masterball?
2) Does anyone have a party that could beat my dragon team? (if so please tell me your party and possibly make some suggestions for improving my dragons)

All level 100

Kingdra

Ice Beam
Hydro Pump
Surf
Dragon Dance

For the latias one use a high level golbat/crobat with mean look so it can not escape and use a lot of ultra balls or timer balls


Team I would rate it 7/10

Kingdra I would replace it with dragonite with the following moves tunderbolt flamethrower ice beam and hyperbeam

Salamence it's ok

Flygon yeah it's pretty good

Alataria I would get some better moves for it unfortunatly I have never had it in my team so I can't offer any advice

Gyarados I would make it learn surf in place of hydro pump if you listened to my advice for kingdra

Rayquaza it's ok

Use an Wobbufett. If you use it , Latias can't escape.
An Ice Pokemon takes care of your team.

Yes I can beat your team with my kyogre level 100 mewtow level 85 , charlizard level 90, blaziken level 100 , walrien level 60, regice level 97

Lots of you say an ice Pokemon would take care of my team, well in case you haven't noticed most of my team have "FLAMTHROWER" so for all you ice-lovers you can eat my flame and be taken care of.

No don't use a master ball on latias use a ultra ball get it down to 1HP and paralyse it.
