Is there an easy way to evolve Bagon into a shelgon and then a shelgon into a salamance?

You just have to level it up, that's the easy and only way.

Well you could use rare candys and just keep training it.

Unless you have an Action Replay to get unlimited Rare Candies, you have to level them up by training them up manually.
