Is Relicanth meant to be really hard to find, or am I just very unlucky?

Question for Pokemon Sapphire

Is Relicanth meant to be really hard to find, or am I just very unlucky? Same question about skitty.
Also, what is kings rock used for? I know some Pokemon evolve thanks to it, but which Pokemon evolve?
Finally, where do you get deepsea scale and deepsea tooth?

Relicanth was programmed to be rare, I'm afraid, but Skitty can be found more easily when outbreaks are broadcast on the television.

King's Rock normally will force the foe to flinch when the holder attacks successfully, and Poliwhirl evolves into Politoed and Slowpoke will evolve into Slowking when traded with the King's Rock.

To get Deepseatooth and Deepseascale, you need to recover the Scanner from the Abandoned Ship on Route 108 and turn it in to Captain Stern at the Slateport terminal; he will offer you either one of them.

Relicanth is hard too find, make sure your looking in the right place. It's at the seaweed under water under sootopolis city.

Skitty shouldnt be that hard too find, again look in the right place. Eh can't remeber

The deep sea stuff I can't remember that dude sorry.

They aren't common. You have to search for them for a little while.
The King's Rock evolve Slowpoke.
You can only get choose one. You can get it from Capt. Stern after you give him the Scanner (found within the Abandoned Ship).

Relicanth is rare yes but not that hard to find. Skitty: Same but not as rare. Kings rock evolves something but I can't remember sorry. You get deepsea tooth/scale when you fetch Captain Stern the scanner(found in abandoned ship)
