Find Bagon at meteor falls in a small room you have to keep searching until you find him.

In Meteor Falls, on the ground floor in the small room (Where Dragon Claw is found).

Go to Meteor Falls
Go up the waterfall
Surf up to the top right hand corner
If I'm correct it's where you find dragon claw
But just keep walking around up top and he'll appear

Go to meteor falls and in the top room you will find him, you will also find a TM.

Goto the very end of metoer falls, and if your lucky it will be holding dragons scale.
