How can I get dragon scale please list different answers if you can thank you if you can answer my question

To get Dragon Scale I can only think of one way you will need to follow the instructions below:
1. Go to the cave that you can get TM02.
2. Go to the exact spot that you get TM02.
3. Walk around in that space of dirt and eventually you will find a pokemon that is blue and looks like a little dinosaur.
4. Catch him and he will hopefully be holding a dragon Scale.
Sometimes he/she does not hold anything if not, keep trying.
