I traded my Graveler, Machoke, and Kadabra and back again to evolve them and I got it or you could get it when you complete your Pokedex (Hoen Only), and then there is always trading from FireRed and LeafGreen.

Just trade a Pokemon that is not in sapphire from FR/LG like charmander, bulbasaur , squirtle, weedle and some others that are not in the hoenn pokedex.
Go to prof Birch. And he will give the national dex to you.

You must compleate the Pokemon leage 10 times and chath 200 Pokemon then do the Pokemon leage again and prof brich sees you out side youre house and he gives you the national pokedex

Trade a Pokemon from Pokemon fire red/leaf green/emerald/ruby then talk to prof birch and good luck
