Question for Pokemon Sapphire

Hello ppl
I need some help
I've arrived in sootopolis city and I went to the gym and the door is locked
Some one please tell me how 2 open it!?

It should be raining!

Go to the left of the gym and surf across reach land and go up past the mart and carry on going up, when you have walked up as much as you can go to the right you should see the man steven with some other people or someone else go up to him and he should talk to you and take you to the cave of origen, go and look around and go up all of the ladders when at the top of all the ladders you should see a pool of water in the middle of the room with the kyogre in it save the game then walk all around the pool till you are stopped then you battle kyogre either kill him or catch him when you do go out of the cave and it shouldnt be raining then you can go back to the gym and it should be open.
