Can someone tell me where the best Pokemon in the game is without any gameshark or actionreplay codes but be spacific.please peace out from DragonXIII5

Well the best Pokemon for an in-game team would be Rayquaza which is found at the top of the Sky Pillar, but for a competitive team Skarmory is the best Pokemon. You can find lots of Skarmory
On Route 113.
