I know you can find a Relicanth by diving in route 126 and 124, but I've searched in each route for more than an hour each and I still can't find one. Do I just have to keep looking until I find one?

Yes. This time try just sticking to one particular route, that way you are solely focused on finding a Relicanth in that one route. It didn't really take me too long, try looking out back to the middle of the surf spot.
It is very very rare so keep searching through the seaweed and eventually you will find it.
1. Fly to Sotopolis City.
2.Dive down and exit the cave.
3.Search the seaweed around there.
4.You should find one eventually
