From what I know, it's just luck... There is also a guy in Pacifidlog that will tell you if Mirage Island is there...
Mirage island is very rare and it's all up to luck on weather it appears or not. It is right of paciflidog so you eill just have to keep loking. There's not much there though just wynauts and some rare berries.
