Question for Pokemon Sapphire

This may seem quiet incredible but I seem the have pokemon with stats other 999+ all!(exept for health)

But is it true that Shedinja has 999 health at lvl100?

Where is the EXACT spot for Febbas in DETAIL!?!?!?!

Oh and I have been on the moon but this is all I found...

WILD POKEMON
Shedinja lvl 1-5(mtmlvl)heath 2(strange)
Deoxys lvl ncth (no catch) hth ???(999+!)
MISSINGNO. lvl =tg (exactly like on rd/blu)

1. No, Shedinja's HP stays at 1 throughout. His best defense, though, is Wonder Guard.
2. Here are the locations of Feebas that I used on other games to get Feebas. The capitalized words are the quotes you need to give to Dewford Hall. Use the Good Rod in all cases.

COLD MONEY: Go by the Weather Institute and Surf to the corner on the west bank obscured by trees and face upward.

WEAKENED DATE: Go by the Weather Institute and Surf down the river to where it turns to the southwest. You will see two corners. Position yourself across from the southernmost corner and point downward.

NATURAL FLOWERS: Same as above, but across from the other corner and face upward. You should be three paces or so from the rock on the left.

Okay, judging by the bogus report you gave the three tags, try this one on for size. Same rules apply as before.

MUDKIP BALL: Go to the Weather Insitute again and use Surf to travel on the stream to the waterfall. Go to the edge of the falls before you can't go further up, position yourself in the middle, and skate down two paces. Point downward and fish. That should work.
