Question for Pokemon Sapphire

I just got beldum but it's stats are low so I tried using protiens ect but they don't raise it's stats at all why?

Here are it's current stats at level 6
Attack 10
Defense16
Special attack 11
Special defense 12
Speed 10
Hp 22
Please tell me weather you think they are low or not I think they are

It is because the pokmon is only at level 6 so it'll be weak but if you train it, it becomes really strong
