First you need to get a relicanth and a wailord (you can find relicanth underwater near Sootopolis City and either evolve a wailmer or catch a wailord on route 129). Put relicanth first in your party and wailord last in your party. Then go to the Sealed Chamber west of Pacifidlog Town (Stay to the southern route). Then you will need to use dive to enter the chamber where the puzzle awaits. To get to the puzzle to open the regis caves you will need to use dig at the first wall you come to (don't worry, you won't go out of the chamber, you'll just make a hole in the wall). Then the 3 caves will open and you will be able to catch the regis. Good Luck.
