I already beat team aqua at mt pyre I talk to the old couple th

I already beat team aqua at mt pyre I talk to the old couple then headed over to salesport but dr stearling isn't at the shipyard. Also I don't think the old couple gave me the orb all I have is a magma emblem. What should I do ?

I'm guessing you are playing Pokemon Emerald because the Magma Emblem is exclusive to Pokemon Emerald.

After you have defeated Team Aqua in Mt. Pyre and have obtained the Magma Emblem in Pokemon Emerald, you need to defeat Team Magma in their Hideout. Go to the Jagged Pass, where the Team Magma Grunt was blocking the large rock. An earthquake will happen, and an entrance to Team Magma's Hideout will appear. Go in and defeat Team Magma.
