How do you get Mew , jirachi (SORRY abut spelling) and celebi without an acion replay.

Mew and celibi I think might be availiable in emerald, i'm not sure though, jirachi you can get from Pokemon channel after watching the pichu bros all the way through in the sky.

You cant. I couldnt and I played the game and beat it and caught all the pokemon there even the national dex, anyway you cant get them dont know why but they are uncatchable.

I don't know about Mew or Celebi, but you get Jirachi (you spelled it right, by the way) with the Pokemon Colleseum bonus disc.
