You can't catch it so you have to trade from ruby or emerald

Seedot is only on Ruby. Trade with a friend that has Seedot.
You actually can get a seedot but it is very rare. You could find them in route 101 , 102 , 103 ,104, and route 117.
You actually can get a seedot It will just be very rare.
You'll have to watch the TV every time the screen is blinking. If you're lucky they're going to announce a breaking news that there is an outbreak of seedot (or surskit) in a certain route. Just go there and you can catch seedot/surskit with ease, they'll literally be everywhere.
