In slateport, How do you pass team aqua's line to the mueseum or get past their blockade on route 110?

Talk to Dock in the slipway warehouse.

You have to go in the big building below the museum and talk to someone who is planning the construction of a ship. He will say Capt. Stern is not here. You go out of the building and go to the museum. The line of Aqua's will be gone. Go inside.(Note: You have to pay $50 to get in) Go to the second floor and you will find Capt. Stern. A couple of Team Aqua grunts will come and battle you. After you have defeated them, give the Devon Goods to Capt. Stern and when you're ready, continue the game along route 110.
