First of all, Lileep evolves into Cradily at level 40, and Shelgon evolves into Salamence at level 50.

Now for the Blocks. Let's talk about the case first: To obtain the PokéBlock Case, talk to the little girl in the Slateport City Contest Hall. You will need this case to store PokéBlocks that you manufacture and to access the Safari Zone. You can't carry more than thirty PokéBlocks.

Each Contest Hall has two Berry Blenders — one occupied by in-game players and a vacant one to use with a friend over a link. Before you start up the Blender, you must select a Berry to deposit. Choose your Berry wisely, as each one has attributes that will be integrated into the PokéBlock. It is advised that you blend with more than one person to get the desired make of block. Whilst blending, a spinner will revolve through four quadrants, one of which is assigned to a participant. When the spinner comes to your quadrant, press A as soon as it hits your needle. If your record is good at the end, a good PokéBlock will be ejected from the Blender.

Each Block has a level and feel that dictates its quality. If the level is high, it will raise the assigned condition(s) by a lot. If the feel is low, the Pokémon will be able to eat more PokéBlocks after that. If the ring of stars surrounding the Pokémon portrait on the Condition screen is complete, the Pokémon cannot eat any more Blocks. My suggestion is to use PokéBlock ingredients and Leppa Berries.
Take note that Pokémon have their favorites, which are explined by the nature. For example, a Pokémon with a Jolly nature will like blocks that enhance Cuteness but not those that enhance Smartness. Your Pokémon's tameness increases with each desirable PokéBlock administered.
