Question for Pokemon Sapphire

Ok I have already beaten the elite four eight times and I can't find latias. How do you find it?
Please help!!!!!!!!

Just keep walking around in tall grass or surf on water. Sooner or later you will find latias. I beat the elite four twelve times when I first found latias. It just takes a while and some luck.

Go back to your house. Then press A on the TV. You can now find Latias in the wild. It will be very hard to find. It is found randomly anywhere.

All you have to do is beat the elite four once and then you can find latias anywere in the wild. I found mine while I was on my way to sky pilliar

That 5th one is on the route below mt pyre to the right.(cut is needed and I think it route 122) your welcome.

Just surf aroud Sootopolis and walk in grass and stuff. When you find it make sure you have a Pokemon that prevents it from escaping like wobafett or trampich or something. It will run as soon as you find it.
