Question for Pokemon Sapphire

I have beat the pokemon leauge four times and gone by the hot springs, will someone please tell me the specific person who gives you the lava rod?

There is no Lava Rod! You can't even fish in lava!

You cannot get a lava rod you can only get a super, good, and I forget the other rod. If you could get a lava rod it's probably from a gameshark or action replay.
