Cross Stinger answered:

Kyogre/Groudon:
1. In the Petalburg Woods at the start of your game, a Devon Researcher will look for a Shroomish. A Team Magma/Aqua Grunt (let's call them Grunts) will thump him and challenge you. If you defeat him, he will reward you with a Great Ball.

2. The Grunt will steal Mr. Brimey's Wingull, called Peeko, and run off into the incomplete Rusturf Tunnel. Battle him, and you will receive another Great Ball from the Devon researcher.

3. A few more Grunts will appear at the Aquarium in Slateport City. Talk to Dock in the marina construction facility, and then enter the aquarium with your Devon Goods. Go to the second floor and talk to Captain Stern. At that moment a couple Gunts will come up and challenge you to hand the Goods over. If you defeat them, they'll leave the Aquarium and the Team leader will give you a talking-to.

4. On Route 119, you will be redirected to the Weather Institute to weed the Aquas or Magmas out of it. If you do, you will receive Castform from the head scientist.

5. Go to the top of Mount Pyre and eavesdrop on the Leader's deal. He will confiscate one of the orbs from the couple. The couple will give you the other orb for the time being.

6. In Lilycove, locate the hideout and talk to the two guards. Then, go to Slateport City and eavesdrop on the interview taking place in front of the Aquarium. When the interview ends, the Team Leader will take a megaphone and charge Stern to surrender the submarine.

7. Go back to the hideout and locate the Admin. After you defeat her, the submarine in the berth will slink out of sight.

8. Defeat Liza and Tate in Mossdeep and acquire Dive from Steven. Go to the Seafloor Cavern on Route 128, dive, and resurface in the cavern. Go through the cave and locate the leader by Kyogre or Groudon. If you defeat him, the leader will whip out his orb and cause Kyogre or Groudon to leave the cavern. After an annoyingly long talk between the two teams, they will leave and Steven will appear there before going to Sootopolis. If you're playing Ruby, Groudon's sunlight will be omnipresent. If you're playing Sapphire, Kyogre's storms will form.

9. Go to Sootopolis, locate Wallace and Steven, and walk with them to the Cave of Origin. Go into the cave until you see Kyogre (Sapphire) or Groudon (Ruby). Save your game on the ladder, walk in front of them so they can see you, and then try to capture them.

Latias/Latios on Hoenn:
1. Defeat the Pokémon League.

2. When you end up in your house, go downstairs and watch TV. There will be a news report on a Pokémon flying about.

3. Start looking anywhere except Routes 101, 102, 103, 104, 105, 106, 107, 108, 109, 112, 113, 114, 115, or 116. You find Latias in Sapphire and Latios in Ruby this way.

Latias/Latios on Southern Island:
1. Defeat the Pokémon League.

2. Go to Petalburg City's Pokémon Center and talk to the guy by the PC. Give him the tagline MYSTERY EVENT IS EXCITING.

3. Activate Mystery Events and link your Game Boy Advance to another with a E-Reader. Swipe the Eon Ticket (you can get it in certain Nintendo tours or Nintendo Power issues) through the E-Reader and reset your game.

4. Talk to Norman in the Petalburg Gym. (If you used Action Replay or Gameshark, skip this step.)

5. Talk to the ferry manager in Lilycove. You will board the S. S. Tidal and land on Southern Island. As soon as you disembark from the S. S. Tidal, save your game, because you can do this only once on your game.

6. Proceed into the forest and press A in front of the altar. Latias or Latios will materialize. You can get Latias on Ruby and Latios on Sapphire this way.

Rayquaza:
1. Defeat the Pokémon League.

2. Travel to Pacifidlog Town and Surf on Route 131. On to of the display you will see that the rocks have rearranged themselves. Now you can access the Sky Pillar.

3. Proceed up the tower and maneuver across the faulty floors with your Mach Bike.

4. Go to the roof of the tower, save your progress, and attack Rayquaza.

pokemon expert answered:

Go to pasivelog town and surf east after deafeating the elite four and surf up at the same time you will come across a gap and all you have to do is surf up when you find it and you will find it.

XxPOKEMONxX answered:

The sky pillar is close to Pacifidlog Town but for it to appear you have to beat the elite 4.

After you beat the elite 4 go to Pacifidlog town then go to the right you will see rocks.

Go through. To get Kyrogue and Groudon... you can't. You can only get one per version(unless you trade).

You have to go to Sootopolis City and go in the Cave Of Origin then you catch Kyrogue/Groudon.

There is no location for Latios/Latas. They come up anywere at random. You can only get one per version unless you have the Eon Ticket.

I don't know how to get it because all of the cheats I tried didn't work.
