How do you beat the Elite 2 with just two Pokemon?

Everything else is not needed. You are asking a question in Pokemon Sapphire's Q&A, which means you are asking a question pertaining to Sapphire version, which is ONLY available for the Gameboy Advance.

The answer is the same as every "How do you beat...?" question, train you team. Since you only have two Pokemon, I would suggest you train them to at least level 60 or 70. Make sure they each have plenty of attacks to use and make sure you have plenty of restorative items. It will be difficult, but eventually it will become easy enough.
