Question for Pokemon Sapphire

My rocket launch is at 51 and the guy doesn't say anything about going to the moon!

So am I doing something wrong or is everyone just BIG FAT LIERS!?! ( Going over woundn't affect it in any way!)

Okay, your on your 51st launch well if only you could go back in time to the 50th launch then you notice the white rock outside.

Well, they say if you go there on your 50th launch and click on the rock you go to the moon and catch dextroys.
