Question for Pokemon Sapphire

I'm trying to catch Deoxys and I was told that I had to level up my trainer card to 999, and then go to the space center to catch it but I have no clue how to level up my trainer card to 999.

P.S. Help Please!

1.Full pokedex 2.beat all 5 contests at master compitition 3.beat battle tower 4.beat the Pokemon leauge and 5.have all 70 trainers on your pokenav
