To get more sucessful mission launchs you just have to play the game.
(I heard it takes a week for one which means you have to have the same game for about a year!) But it goes up if your gameboy is on or not

For the last time ( I have seen related questions), to all of you people who ask this question,
YOU CANT GET JIRACHI OR DEOXYS WITH SOMETHING HAVING TO DO WITH THE
FREAKING SPACE CENTER!!!!!
GET IT THROUGH YOUR HEAD!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
