1.Can you get an eon ticket without a cheat device?

2.What is the best berry used to make a pokeblock that enhances beauty and where can I find it?

1. Yes but you need an e-reader and that card that you got inside of the Pokemon Sapphire box.

2. The best berry to use to make a pokeblock that enhances Beauty is the Chesto Berry. It makes a Blue pokeblock all the time no matter what. Blue increases beauty and only beauty.

The old lady outside Rustboro City gives you a Chesto berry, and the patch of grass outside Lilycove has a Chesto Tree.

That is the only places you can find them. You might be able to find them on Mirage Island, but I wouldn't know because I've never been there.
