Force the Magmas or Aquas out of the Weather Institute on Route 118, cross the bridge, and defeat May or Brendan.

You can use HM 2 fly out of battle to fly around town, and cities you have been to, but you must have attained the Feather Badge from Fortree City in order to use it.
