Um, I have been playing my sapphire for some timje now and Latias has caught..

You shouldn't turn off your gameboy when you see latias because you can find him again anywhere in hoenn using the pokedex.

Okay, finding this sucker was hard for me, but it was worth it.

As you may or may not know, when you go up a route, so are they.

There fore you must catch it by an odd # of routes. but luckily, I found a way around this. (see notes at bottom of article before you begin)

1) Fly to slateport

2) Go north on route 110 and enter the bottom entrance to cycling road

3) Use repel (preferrably max) if you run out, use another

4) Step outside (on the route, not cycling road)

5) Run around in the grass for about a minute. thats more than enough time

*If you have seen her before, skip step 6, and just see if shes on route 110 with your pokedex)

6) If she doesnt show up, or isnt there, go back in the building and go back to step 4 and keep repeating until you find Latias or Latios

*As you know, every time you enter a building they teleport to another route.

Using this to your advantage, she will eventually go to route 110, where your at. (if youve seen them before and havnt killed it, you can track them on your pokedex, so you wont have to run around in the grass.

Just step outside and check if shes on 110, and if not go back inside and go out again until she is).

7) Just so you know, you need a pokemon that knows someting like spider web (like spinarak) mean look (golbat) or a wobbuffet/Wynaut, since she will run away on the first move.

One more thing, before you start looking, get plenty of ultra balls and/or luxury balls or just get a master.

Then save your game, as the only thing harder than finder latias is catching her (and trust me, its a bitch).

Be aware that if you kill her, you cant get it again.

My suggestion is the first time you see her, run and save the game so you can track her on your pokedex.

Then repeat the steps I told above.

This 100% works. it may take some time, but it works. trust me, I dont submit BS or steal others works.

You just have to roam around and eventually you find him. I suggest you level up a Trapinch but dont evolve it. Or you can use a Crobat with mean look.
