You can't get the national pokedex in sapphire because there went any Pokemon games that had the Pokemon that they used in the later games before this game.

In Pokemon Sapphire, the National Pokedex will automatically install after you trade for your first "outsider" Pokemon.
By "outsider" I mean a Pokemon that isn't originally from Hoenn, but rather Kanto or the Sevii Islands.

All you have do is see every Pokemon in your pokedex then the national dex will just be there
