The first thing you have to do to get the pokeblock case is to go to Slateport. Then go to the pokemon contest place and talk to the little girl in the contest hall. She'll give you the pokeblock case.

Fly to slateport and go to the place where they hold the pokemon contests.

There is a boy and when you talk to him he gives you a pokeblock case.
