Question for Pokemon Sapphire

How do I collect ashes? Every time I try to use the soot sack it does not let me. Where and when should I use it?

You can collect volcanic ash by simply walking along the soot-covered grass on Route 113.

Please note that once you have walked on one patch of grass, it will turn green indicating that you have already collected ash from it. Enter and exit a building to refresh.
