You need rock smash to break the rocks to get through the cave.

If you mean how to get into the Island Cave, the resting place of Regice, you will need to first unlock it in the Sealed Chamber on Route 134.
After doing so, you will need to stand for two minutes in front of the Braille writing (as the writing says to).
The cave should open again, and be fully-accesible.
