Question for Pokemon Sapphire

Some people have been saying that you can only catch a feebas when it isin't raining and others said that it doesn't really matter.And if you can stop it from raining how do you do that and 1 more question is there anything special that you have to do before you can find feebas???Thanx anyone who helps!

NO! Trust me, it doesn't have to be raining or not to find Feebas, and there is nothing special you have to do to aquire it.

I caught my Feebas while it was raining, and I came back when it wasn't raining and caught more Feebas (just trying to make sure I have enough so that when I need to trade with someone who just can't find one, I'll have it.)

When you find the spot where Feebas is, you will find that they are very common around that fishing spot, so catch lots of Feebas.

In truth, the "specal thing" that you need for Feebas has already been set for you: As you customize the tagline at Dewford Hall, the area in which you can fish for Feebas will shift about. I have NATURAL FLOWERS up, so the area where I catch Feebas is a few paces to the left bank of the upper part of the stream by the Weather Institute, opposite the first left corner headed southwest, four paces below the left-side rock. And this is for Darkboarder_77: you catch it either when the sky is clear or when it's thundering out. If it's pouring and that's it, you won't have any luck.

To sum up, both of the rumored requirements do apply!

It doesn't really matter when you have to catch it, raining or not. You also can't stop the rain because it starts and stops raining every few days.

Wait, wait, wait. It turns out—first of all, Darkboarder_77, I want to apologize, and second of all, this turned out so ill that I can't believe this rumor got through—that the rain is symbolic of the Weather Institute; it does not dictate when Feebas can be caught.

Here are a couple of hip quotes at Dewford that I know the locations to which they herd Feebas:

WEAKENED DATE: Near the Weather Institute, Surf down the stream until it winds to the southwest. Go to the second corner on the left bank at where it starts winding southwest, move yourself to opposite (diagonal) of that corner, point downward, and fish with the Good Rod.

NATURAL FLOWERS: Follow the directions above, but go to the first corner, position yourself diagonal, and point upward.

COLD MONEY: Near the Weather Institute, Surf to the corner obscured by trees, put yourself in that corner, and fish upward.

There is only one trainer in the game that has a febas if you encounter him, he will say I caught all these pokemon while I was surfing.

He has a Feebas a Teentacool Magicarp and I can't remember the last one you find them all from fortree to just short of route 118.

It's cry looks like a heart beat and he's number 140 before milotic.

I know how to catch Feebas really easily. Use a repel, any kind will do. Go to the waterfall right next to the weather institute. Go to the bottom and fish with an old rod. I caught like ten million that way.
