Question for Pokemon Sapphire

O.k, I have 7 badges.

I am wondering how the heck you get into the Sotopolis gym where in which Wallace is the gym leader.

Do you have to find a key to open it or something?

Johnkrill is wrong, you need to find the seafloor cavern and battle Archie the team aqua leader not Maxie the team magma leader.
