In Sapphire you can only get Kyogre, if you want Groudon in that game you would need to trade it from a Ruby game.

U can also get rayquaza in a tower by the city thats ontop of the water it's lv. 70 moves fly extreamspeed sry don't know the other two moves

Yes. You must trade from Pokemon Ruby.
